SBM MINUTES: 5/11/99 Hello and Welcome to the Site Based Management list serv!
Attendance: M. Kenner, G. Enos, F. Gorman, L.Schmitt, J. Howard,
J. Rich, T. Arrison, and T. Bacon
- Team Discussion-
What exactly is needed to make SBM work? Restructuring is key and
the Central Office's role. How has the Charter School model
affected SBM? Competition issues and Equity issues are abound.
How to "Market" the schools in a district. What happens to the
reality that disenfranchised individuals face on a daily basis?
A cadre of dedicated teachers and others entering the profession
keep things optimistic.
- Action Items and Subsequent Objectives-
**Based upon the book entitled Successful School-Based Management
by Priscilla Wohlstetter, Amy N. Van Kirk, Peter J. Robertson,
and Susan A. Mohrman (and the consensus process!), we have chosen
the four (4) areas of KNOWLEDGE and SKILLS, INFORMATION,
POWER (empowerment), and REWARDS to focus our action items
and objectives on/under. We have broken into "sub-groups":
- Lou Schmitt = Rewards
- Maureen Kenner & Tom Bacon = Knowledge and Skills
- Fran Gorman and Tom Arrison = Power (empowerment)
- John Rich and John Howard = Information

- 4. Assumptions and Realities Surrounding SBM-
Our team discussion generated the following list as a sort of
"reality check" regarding the format, eligibility, and action
items of SBM: -SBM will improve student performance and school performance
-School based decision making (SBM) is "good"
-Schools have a choice
-Approved SBM schools will receive money to meet their plan
-A SBM will respond quickly and directly to student needs
-Distributed leadership is better than centralized
management/leadership
-Action items may become "orphaned" in their conception and to
objective
